The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are released from different nations. Immense energy is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.

Persistent Threats

Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in many homes as a result of the evening attack. As always, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on Western support – a need that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.

Political Considerations

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
